The First in Indonesia, Polibatam Opens Professional Engineer Program, Mandated by the Decree of the Mendikbudristek to Organize PSPPI

NEWS-Polibatam Negeri Batam (Polibatam) has successfully become the first Vocational State College or Perguruan Tinggi Negeri (PTN) in Indonesia to open the Professional Engineer Study Program, meaning Program Studi Program Profesi Insinyur (PSPPI). In addition, Polibatam PSPPI is also the first Postgraduate study program at Polibatam. This good news is in accordance with the Decree of the Minister of Education and Technology No. 501_E_O_2022 signed by the Acting Secretary of the Directorate General of Higher Education, Research and Technology, Tjitjik Srie Tjahjandarie, dated July 13, 2022.

The Director of Polibatam, Uuf Brajawidagda, said that grounded in the Decree of the Minister of Education and Technology, Polibatam in the odd semester of 2022/2023 was able to open professional engineering education. ”Polibatam is the first Vocational PTN to receive this mandate,” said Uuf.

The Head of Polibatam PSPPI Study Program, Ir. Rahman Hakim S.T., M.Sc., IPM. ASEAN Eng., added that according to Law no. 11 of 2014 and Government Regulations No. 25 of 2019, engineering graduates are not allowed to practice engineering before obtaining an Engineer Registration Certificate, meaning Surat Tanda Registrasi Insinyur (STRI). The practice of engineering here has a broad meaning, including working on project/tender programs to technical education programs in both the government and private sectors. Currently there are 27 Technical Vocational Boards or Badan Kejuruan (BK) under the auspices of the Indonesian Engineers Association or Persatuan Insinyur Indonesia (PII) which are entitled to STRI. One way to obtain STRI is through education (college, ed) at PSPPI and has passed the Professional Engineer certification (IPP/IPM/IPU).

To carry out the mandate of Law no. 11 of 2014 chapter 10 verses 1 and 2, Polibatam urges engineers in Riau Islands to work legally with STRI. By having STRI, they are entitled to legal advocacy until they are free from the threat of criminal sanctions as stated in chapter 50 verses 1 and 2. Hakim stated that the mandate for implementing the PSPPI was the achievement of Polibatam in the first semester of 2022.

For instance, at this time, several ministries engaged in the field of engineering have gradually begun to instruct all of their staff who have an engineering education background to have STRI. One of them is the Ministry of Public Works and Public Housing/Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR). Hopefully, ministries and agencies engaged in other engineering fields will also participate in obliging and socializing the application of STRI in their work.

Polibatam PSPPI is organized through two schemes, i.e., the regular class and the Recognition of Past Learning (RPL) class. The PSPPI curriculum generally consists of a total of 24 credits (6 courses), both regular and RPL classes. RPL classes are held for 1 semester (6 months) and regular classes are held for 2 semesters (1 year). Both classes were held after the administrative selection process carried out by Polibatam. The administrative selection is emphasized on diplomas and length of work experience in the field of engineering. Furthermore, after graduating from PSPPI Polibatam, students are entitled to hold the title of engineer (Ir/Eng).
