Strengthening the Semiconductor and AI Ecosystem, Vice Minister of PPN/Bappenas Visits Polibatam Facilities

BATAM – In an effort to strengthen national development planning based on evidence and actual field conditions, the Vice Minister of National Development Planning (PPN)/Vice Head of Bappenas, Febrian Alphyanto Ruddyard, conducted a strategic working visit to several industrial and educational sites in the Riau Islands Province on Wednesday, February 4, 2026. The visit focused on strengthening the high-tech manufacturing industry ecosystem supporting downstream industrialization and digitalization such as semiconductors and artificial intelligence (AI), accelerating the green energy transition, and developing human resources through vocational higher education. These three areas are part of the Asta Cita and national priority programs outlined in the 2025–2029 National Medium-Term Development Plan (RPJMN).

The Riau Islands Province was selected due to its strategic position as an export-oriented industrial hub with an ecosystem that connects vocational education with the manufacturing industry. The visit series began with the opening of a Focus Group Discussion (FGD) at Radisson Hotel, accompanied by the Deputy for Economic Affairs and Digital Transformation, followed by a direct visit to the production facilities of PT Schneider Electric Manufacturing.

One of the main agendas of the visit was strengthening human resource quality through vocational higher education at Polibatam. The Vice Minister of PPN/Bappenas, accompanied by the Chairman of the Indonesian Industrial Estate Association, Ahmad Ma’ruf Maulana, and the delegation, visited the Polibatam campus and emphasized that synergy between educational institutions and industry players is a key prerequisite for achieving a highly competitive national economic transformation.

During the visit to Polibatam’s educational facilities, the Vice Minister of PPN/Vice Head of Bappenas expressed his support:

“We see Polibatam as one of the key pillars in producing high-quality talents aligned with the needs of future business sectors and manufacturing industries. Support for Polibatam will continue to be strengthened to ensure that its curriculum and facilities are capable of addressing the challenges of green industries and medium-to-high technology sectors such as semiconductors and AI that we are currently developing.”

In line with this statement, the Director of Polibatam welcomed the strong attention from the central government:

“We highly appreciate the positive support from the Ministry of PPN/Bappenas toward the development of the vocational ecosystem at Polibatam. The presence of the Vice Minister reinforces our commitment to continuously transform into an institution that not only produces competent graduates but also becomes an innovation hub supporting the competitiveness of the national industry in the Riau Islands. We kindly seek continued support for our future initiative to develop a Technovation Center of Excellence in Semiconductor and AI at Polibatam.”

In addition to Polibatam, the delegation also visited the Wiraraja Industrial Estate and PT Atelier Solar Indonesia to explore the potential development of the solar energy industry as part of accelerating the clean energy transition. PT Atelier Solar Indonesia is considered to play a strategic role in increasing domestic value content (TKDN) within the sustainability-based national industrial structure. The delegation also had the opportunity to visit the Nongsa Digital Park Special Economic Zone (KEK) to observe the progress of Data Center development and the largest animation studio in Southeast Asia.

The outcomes of this visit will serve as substantive input for the Ministry of PPN/Bappenas in refining the 2025–2029 National Medium-Term Development Plan (RPJMN). Through close coordination among government, industry, and educational institutions such as Polibatam, it is expected that low-carbon development targets and national energy resilience can be achieved more effectively and sustainably.
