Polibatam Lecturer Billy Mambrasar Receives Prestigious TOYP Indonesia 2026 National Award from Junior Chamber International

JAKARTA – Politeknik Negeri Batam (Polibatam) has once again gained national recognition through the outstanding achievement of one of its lecturers, Gracia Josaphat Jobel Mambrasar, widely known as Billy Mambrasar, who received The Outstanding Young Persons (TOYP) Indonesia 2026 Award from Junior Chamber International (JCI). As a lecturer and economic policy researcher at Polibatam’s ASEAN Competitiveness Research Center, Billy received the award during the Gala Dinner & Awarding Night held at The Tribrata Hotel & Convention Center in South Jakarta on Thursday, October 29, 2026, as part of the JCI Batavia X SMESCO MSME Business Summit 2026.

The recognition marks another significant achievement for Polibatam, highlighting the contributions of its academic community to education, community empowerment, and human resource development. Billy was selected as one of Indonesia’s ten outstanding young individuals in the Personal Improvement and/or Accomplishment category, recognizing his personal achievements, dedication, and commitment to creating positive social change.

The TOYP program is an initiative of Junior Chamber International (JCI), an international youth organization dedicated to leadership development, entrepreneurship, and social impact. JCI maintains a global network and collaborative relationships with the United Nations (UN), including consultative status with the UN Economic and Social Council (ECOSOC). Through this program, JCI recognizes young individuals whose achievements and contributions have made a meaningful difference in society.

Originally from the Yapen Islands in Papua, Billy Mambrasar is widely recognized for his commitment to expanding educational opportunities and empowering underserved communities. His academic journey has included studies at several prominent institutions, including Institut Teknologi Bandung, the University of London, the Australian National University, and Harvard University. These academic and professional experiences have supported his efforts to develop various educational and social initiatives.

One of his notable contributions is the establishment of Kitong Bisa Foundation Indonesia, an organization dedicated to education and community empowerment, particularly among Indigenous Papuan communities. Through its various initiatives, the foundation has reportedly expanded educational opportunities for more than 50,000 students and supported over 1,000 entrepreneurs through economic empowerment programs and access to financial assistance.

Beyond his work in education and community development, Billy previously served as a Special Staff Member to the President of the Republic of Indonesia from 2019 to 2024 and was selected for the Obama Foundation Leaders Asia-Pacific 2025–2026 program. As a member of Polibatam’s academic community, he also contributes to academic activities and economic policy research, reflecting the institution’s commitment to generating knowledge and research with meaningful societal impact.

Billy expressed that the award serves as an encouragement to continue expanding access to education and economic opportunities, particularly for young people facing social and economic challenges.

“I dedicate this award to the children of Papua and all Indonesian children who continue to strive despite facing limitations. I hope they understand that where we are born and our family’s economic circumstances should never determine how far we can learn, achieve, and contribute to society,” he stated.

For Polibatam, this achievement highlights the important role of lecturers not only as educators and researchers but also as agents of social change through the application of knowledge, community engagement, and collaborative initiatives. The recognition is expected to inspire lecturers, educational staff, and students to pursue excellence and make meaningful contributions across various fields.

Through Billy Mambrasar’s achievement, Polibatam further reinforces its commitment as a leading vocational higher education institution that promotes academic excellence, professional competence, and positive societal impact. This recognition also reflects the institution’s ongoing efforts to foster innovative, globally competitive individuals capable of contributing to sustainable development and addressing national challenges.
